A PoP (Point of Presence) is a physical location, usually inside a data center, where an operator's network terminates on equipment (routers and switches) and meets other networks, customers and internet exchanges. This is where a given operator is actually present on the ground and can take in traffic, interconnect with other networks and pass it onward. The closer a PoP sits to the user, the shorter the distance packets must travel and the lower the latency.
What is inside a PoP
A PoP is not a single device but a set of infrastructure in rented colocation space that lets a network connect to its surroundings. The scale varies, from a single rack to entire rows of equipment. The purpose is always the same: a point of contact with the rest of the internet.
- Edge routers that announce the operator's prefixes via BGP (the protocol from RFC 4271).
- Switches aggregating customer ports, transit links and peering links.
- Cross-connects, the physical fiber links to other networks in the same facility.
- Ports to local IXPs and sessions with the exchange route servers.
- Backhaul links tying the PoP to the operator's other locations.
Edge presence: close to the user
The idea of the edge means placing PoPs close to users and traffic sources, instead of concentrating all infrastructure in one distant hub. A network with many PoPs takes in and hands off traffic locally, within the same city or country, so packets do not have to detour through foreign hubs. CDNs and anycast platforms work the same way, steering each user to the nearest point of presence.
Why a PoP reduces latency
Latency is largely driven by distance, because light in fiber travels at roughly two-thirds of the speed of light, about 200,000 km/s. That works out to around 1 ms of round-trip time (RTT) per 100 km of path, before adding the processing time at each hop. A local PoP cuts both the hop count and the physical distance. Traffic between two Polish networks meeting in a Warsaw PoP can have an RTT of a few milliseconds, whereas the same exchange via Frankfurt can add 20 to 30 ms. A shorter path also means lower jitter and a smaller chance of packet loss.

How is a PoP different from a data center?
A data center is a building with power, cooling and colocation space. A PoP is a specific network's presence inside such a facility, that is its routers, switches and interconnects. A single data center can host many PoPs belonging to different operators.
How many PoPs does an operator need?

Does a closer PoP always mean lower latency?
Usually yes, because it shortens physical distance and hop count. But the actual routing path decides, not straight-line distance. Traffic can still detour if two networks lack local peering and have to use distant transit.

A PoP is where you physically set up peering. To peer at a local IXP you need a presence (a port) in a PoP where its fabric is available. Without your own PoP, you can use remote IXP access through another operator's infrastructure.
